近几年,国家不断加大对农业的投入力度,促进了农业及农村经济的发展,使农民得到了实惠。然而财政支农资金在管理和使用过程中出现了一些不容忽视的问题,如何解决财政支农资金在管理及使用过程中出现的问题,如何创新财政支农资金的科学管理,充分发挥财政支农资金的使用效益,促进农业农村经济的发展,是各级地方政府及财政部门面临的问题。本文就当前财政支农资金管理及使用中存在的主要问题进行分析,对加强财政支农资金项目管理及使用提出一些方法和措施。
In recent years, the state has continuously increased its investment in agriculture, promoted the development of agriculture and the rural economy, and provided farmers with substantial benefits. However, there are some problems that can not be neglected in the process of management and use of funds for financial support for agriculture. How to solve the problems that arise in the process of management and use of funds for supporting agriculture? How to innovate the scientific management of the funds for supporting agriculture? The efficiency of the use of funds and the promotion of agricultural and rural economic development are the problems that local governments and financial departments at all levels are facing. This paper analyzes the main problems in the current management and use of funds for supporting agriculture and proposes some methods and measures to strengthen the management and use of funds for supporting agriculture.
