本文试从国际经济关系和发展战略的角度,提出科索沃危机所揭示的若干关于和平与发展的战略问题。作者指出:第一,美国维护以美元为经济基础的单极世界的决心不容低估。欧元的崛起和中国的发展是当前国际经济体系中可能导致多极化的两个主要潜在因素。第二,警惕战争成为低成本高收益的产业。制止美国战争冒险的关键之一,就是打破其“零伤亡”,让战争发动者付出应有代价。第三,在开放过程中必须坚持自主发展,国内市场的开放必须与开发同步进行。要牢牢掌握经济决策的自主权。在参与国际贸易体系过程中应掌握主动。第四,让发展超越军备竞赛的陷阱。发展经济和建设国防并不一定彼此矛盾,处理得好完全可以互相促进。第五,化解民族矛盾的出路在于“合”而不在于“分”。第六,应从战略高度构筑国际财政政策
This article attempts to propose a number of strategic issues concerning peace and development as revealed by the crisis in Kosovo from the perspective of international economic relations and development strategies. The author points out: First, the determination of the United States to safeguard the unipolar world based on the U.S. dollar should not be underestimated. The rise of the euro and China’s development are two major potential causes of the current multi-polarization in the international economic system. Second, be wary of war as a low-cost, high-yielding industry. One of the keys to putting an end to the U.S. war adventures is to break its “zero casualties” so that war-makers can pay their due price. Third, we must insist on independent development in the process of opening up and the opening up of the domestic market must be carried out simultaneously with the development. We must firmly grasp the autonomy in economic decision-making. Take the initiative in participating in the international trading system. Fourth, let the development surpass the pitfalls of the arms race. The development of economy and the building of national defense do not necessarily contradict each other and can be fully promoted if handled well. Fifth, the solution to the national conflicts lies in “combining” rather than “dividing.” Sixthly, we should build an international financial policy from a strategic perspective
