公益类事业单位人员聘用制是事业单位人事制度改革的一项重要内容。对公益类事业单位人员聘用制实施效果的评估体系研究是政策效果评估的关键环节。本文从对构建评估指标体系的原则和影响因素分析出发,试图为构建评估指标体系提供理论的指导,从而构建一套客观公正的公益类事业单位人员聘用制实施效果评估指标体系。
The public employment system hiring system is an important part of the personnel system reform in public institutions. The research on the appraisal system of the implementation effect of employment system for public welfare institutions is a key link in the evaluation of policy effectiveness. Based on the analysis of the principles and influencing factors of the construction of evaluation index system, this article attempts to provide theoretical guidance for the construction of evaluation index system, so as to build an objective and fair evaluation system of performance appraisal of hiring system for public-service institutions.
