国务院机构改革中,有的部和部内司局改建为公司,国务院直属机构多数并入部委或改为经济组织。随着经济体制改革的进程,今后还会建立一些经济组织。根据这些新的情况,对国务院所属各部门和经济组织的内部机构设置的审批权限,经国务院批准,暂行规定如下:一、各部委所属司局机构的设立、合并和撤销,报国务院批准。处(室)机构的设立、合并和撤销由各部委决定。二、国务院直属机构所属处(室)机构的设立、合并和撤销,由各直属机构决定,少数需设司局机构的,报国务院批准。
In the institutional reform of the State Council, some ministries and departments within the ministry were reorganized into companies. Most of the agencies directly under the State Council were merged into ministries or economic organizations. With the progress of the economic reform, some economic organizations will be set up in the future. According to these new circumstances, the examination and approval authorities set by the internal organs of the departments under the State Council and the economic organizations, as approved by the State Council, are tentatively stipulated as follows: 1. The establishment, merger and withdrawal of the departments and agencies affiliated to the ministries and commissions shall be submitted to the State Council for approval. Office (room) establishment, merger and withdrawal by the ministries. 2. The establishment, merger and withdrawal of the agencies (offices) of the institutions directly under the State Council shall be decided by the agencies directly under the State Council. The minority shall be approved by the State Council for establishment.
