邓小平同志把“尊重知识、尊重人才”提到全党重要战略地位,中共中央关于科技体制改革的决定十分重视科技管理人才的选拔和培养。《决定》指出:“要选拔有组织能力和开拓精神的科技人员担任各级领导职务,改变各级领导班子严重老化的局面”。现在,科技界都在调整和充实领导班子,建立第三梯队。在贯彻实施决定的过程中,由于在用人标准上的分岐太大,举贤荐能的工作异常艰巨。这个问题在认识上统一的程度如何,和在实际上解决的好坏,将直接关系到科技体制改革的成败和我国科技进步的步伐。
Comrade Deng Xiaoping mentioned the important strategic position of “respecting knowledge and respecting talents” of the entire party. The decision of the CPC Central Committee on the reform of science and technology system attaches great importance to the selection and cultivation of science and technology management personnel. The “Decision” states: “It is necessary to select scientific and technical personnel with organizational capabilities and pioneering spirit to serve as leading positions at all levels and to change the serious aging situation of the leading bodies at all levels.” Now, science and technology circles are all adjusting and fulfilling their leading bodies and establishing the third echelon. In carrying out the decision-making process, it is an extremely arduous task to give due advice because of the large differences in employment standards. The extent to which this issue is unanimously recognized, and the fact that it will be solved, will directly affect the success or failure of the reform of the scientific and technological system and the pace of scientific and technological progress in our country.
