问题的提出我国从20世纪80年代末起,为拉动经济掀起了高速公路的建设高潮。根据“十五”计划和2010年发展纲要,交通部将建设12条约35000公里以高等级路组成的“五纵七横”国道主干线。截止到2002年底前,我国高速公路总里程25130公里,2002年新增高速公路5 693公里,完成投资1293.73亿元,比上年增长12.7%。在回溯近十年的建设历程的同时,我们发现,高速公路建设项目管理信息系统也风雨相伴了十年。从单项目单任务系统(或称子系统)、到单项目多任务系统、到多项目多任务的综合系统,基本集中在时间、费用、质量以及采购管理四个领域,主要有:
The issue has been raised in China since the late 1980s, setting off an upsurge in highway construction for the purpose of driving the economy. According to the “15th Five-Year Plan” and the 2010 Development Outline, the Ministry of Communications will build a “five vertical and seven horizontal” national trunk road consisting of 125,000 high-grade roads and 35,000 kilometers of 12 treaties. By the end of 2002, the total length of expressways in China was 25,130 kilometers. In 2002, 5,693 kilometers of expressways were newly added, and the investment completed was 129.373 billion yuan, an increase of 12.7% over the previous year. While looking back on the construction process of the past decade, we discovered that the highway construction project management information system has also been accompanied by storms for ten years.
