说明国际安全管理规则是国际海事组织（ＩＭＯ）第一个涉及船公司内部管理的规则，其实施必将给船公司的安全管理带来很大的变革．从安全管理的模式，法律责任和效益三个方面，讨论了该规则的实施对船公司的影响，有利于船公司对规则的深刻理解．
It shows that ISM is the first IMO regulation involving the internal management of shipping companies, and its implementation will surely bring great changes to the safety management of shipping companies. From the aspects of safety management mode, legal responsibility and benefit, the influence of the implementation of this rule on the shipping companies is discussed, which helps the shipping companies to understand the rules.
