ICAO(国际民航组织)以及欧美等航空发达国家自上世纪90年代开始,开展空管量化评估工作,评估范围涉及空管系统效能、功能性空域区块(FAB)的影响和军民航空域利用率等。有力地支持了空管系统新的战略规划—NEXTGen和SESAR的部署和实现。国外空管系统量化评价研究所做的工作及发展历程,对我国研究并建立空中交通管理系统评价体系起到一定的借鉴作用。
Since the beginning of the 1990s, ICAO (International Civil Aviation Organization) and other developed countries such as Europe and the United States have carried out the quantitative assessment of air traffic control.
