西电,具有资源充足、洁净、价廉以及与广东电网蜂谷差、功能互补等特点。西电东送,对西部开发和广东的发展都具有十分重要的战略意义。西电东送,是解决广东今后经济发展受自身能源与电源严重短缺制约的重要途径之一;西电东送,可优化广东的电源结构;西电东送,可大大改善广东环境质量:西电东送,可平抑广东电价;西电东送,可减少广东后备电源容量。为此建议:1.解放思想。转变观念,特别是电力部门要打破行业垄断的旧观念,要敢于引入西电进行竞价上网,公平竞争。2.在制订广东电力发展计划时要充分考虑西电洁净、价廉的优势,结合我省现有电力生产能力状况,统筹兼顾,除适当发展核电和 LNG 电外,对新建煤电应持审慎态度,从严控制。3.从开发西部经济角度出发,加强与滇、黔、桂
