房地产市场是特殊的商品市场,是房地产行业发展的基础。北京房地产经过十几年的迅猛发展,逐渐显出一二三级市场不联动、存量房交易不活跃的突出问题,反映出北京房地产市场仍处于初级发展阶段。2003年以来,为激活房地产市场,北京市政府出台了一系列有利于已购公房上市交易的政策,包括敞开交易公房使用权、取消已购公房上市出售后与原产权单位进行收益分配、允许“央产房”上市交易等,力图推动存量房市场的良性循环。日前,北京市经济与社会发展研究所,通过抽样调查居民二手房交易倾向,切实了解居民对二手房的需求、价格预期、交易意愿以及对二手房市场的总体看法等,为政府部门制定房地产市场
