近期在深圳召开的“2000年中国投资基金立法国际研讨会”上,讨论的《中华人民共和国投资基金法》草案第四稿中,有专门一章用于规范“向特定对象募集的基金”。其中一些条款如“投资人数应当在2人以上50人以下”,“每个投资者的最低出资额由基金章程或者基金契约规定,但不得低于10万元”,“设立特定基金,应当向国务院投资基金监督管理机构备案”等等。以上经有关证券报章一披露,即在市场引起密切关注,认为这一规定意味着我国的私募基金将有可能出现,市场敏锐地觉察到这对我国的资产管理业、资本市场乃至金融市场将产生极大的影响。
