一、问题的提出全路工作会议指出:“机车车辆严重不足是目前运输上最突出的问题”,并把“大幅度提高机车车辆的生产能力和产品质量”作为铁路部门要打好的两大“翻身仗”之一。随着货车数量逐年增多,货车检修基地的建设必须合理地安排,以解决新增的货车检修任务量。我们认为不能完全用增建新段为主来解决这一问题。这主要是由于建国以来,花费在货车段修基地上的基本建设所形成的修车能力,至今已远超过任务的需要,还有较大的潜力。全路82个货车段(不包括在建及建成尚未投产者),计848个台位,
