受行政管理体制、医疗保障制度框架设计以及农村流动人口自身特点等多方面因素影响,农村流动人口医疗保障问题至今未能得到较好解决。文章以对当前医疗保障制度体系系统分析为基础,结合农村流动人口特点,在不涉及行政管理体制改革的前提下,对有效解决农村流动人口的医疗保障问题途径与方法作进一步探讨。 Influenced by many factors such as the administrative management system, the design of medical insurance system framework and the characteristics of rural migrants, the medical security for migrants in rural areas has not been solved yet. Based on the systematic analysis of the current medical security system and the characteristics of the floating population in rural areas, the article further explores ways and means of effectively solving the problem of medical security for rural migrants without involving the reform of the administrative system.
