水利工程建设在水资源合理利用以及防汛抗旱、水运交通等方面对社会经济发展发挥了重要作用。但与此同时,水利水电工程的建设对社会经济尤其是生态物质的破坏和影响也客观存在。因此,衡量水利水工程是否会对生态环境造成影响,是水利水电建设部门在进行规划时需要认真研究并解决的重要问题。
Water conservancy project construction plays an important role in social and economic development in terms of rational utilization of water resources, flood control and drought relief, water transport and other aspects. However, at the same time, the destruction and impact of the construction of water conservancy and hydropower projects on the social economy, especially the ecological material also exist objectively.
