4 UN Convention on the Multimodal Convention on International Carriage (Part I) As mentioned earlier, the development and adoption of the Hamburg Rules hastened the drafting process of the draft Multi-Transport Convention and some of them are quoted directly from the Hamburg Rules. This is not only because the Hamburg Rules are more inclined to protect the interests of the shipper, but also because the Hamburg Rules use a more restrictive system of liability for negligence than currently compulsory for all modes of transport, Multimodal transport in a unified responsibility system.
