一、效益审计要贯穿政府投资全过程效益审计主要审查政府投资项目投资决策的科学性、投资项目建设和管理的有效性以及项目建设后的投资效益水平高低等。因此,投资项目效益审计应是事前、事中、事后的全过程效益审计。项目建设的科学性,项目建设和管理的有效性,决定了投入使用后的经济效益、社会效益的高低。
