在湖北省沙市市北京路中段的新民街口,有一处一楼一底的哥特式小楼房。老一辈的人都知道,在日军侵华期间,这里开办过一所由日本医生河北外男任“嘱托”(顾问官)的荆沙防疫诊疗所。沙市地处长江中游地区,气候温湿,早在30年代即发生过几次大规模的瘟疫流行,死于霍乱、天花的人不计其数。1940年,沙市沦陷,日军6月初进占沙市,7月份即指使地方伪政权机关开办了荆沙防疫诊疗所。当时,日本军方意在向湖南大举进犯,沙市是日军南侵的出发地或中转站,开办荆沙防疫诊疗所,完全是为其军事目的服务的。
