同制造业相比,后发工程技术服务企业与领先企业间存在更高的技术势差。通过对18家工程技术服务企业的考察发现,高技术势差并不必然导致创新追赶机遇的削弱。“本土环境催化”、“关键人才资源”和“本土市场拉动”共同为本土后发工程技术服务企业的创新追赶创造了客观机遇。“国际联接”和“技术地方化”则是后发工程技术服务企业有效的创新追赶行动策略。基于以上发现,提出了后发工程技术服务企业创新追赶的“刺激—反应”模型。
Compared with the manufacturing sector, there is a higher technical potential among late-stage engineering and technical service enterprises and leading enterprises. Through the inspection of 18 engineering and technical service enterprises, it is found that the high-tech potential difference does not necessarily lead to the weakening of opportunities for innovation catch-up. “Local Environmental Catalysis,” “Key Talent Resources,” and “Local Market Pulling,” have jointly created an objective opportunity for innovation catch-up of local engineering and technical service enterprises. “International Connections” and “Localization of Technology” are the effective strategies of innovative catch-up for late-stage engineering and technical service enterprises. Based on the above findings, a “stimulus-response” model of innovation catch-up for engineering and technology service enterprises is proposed.
