审议意见作为地方人大常委会特有的会议成果的载体,一直为各地人大所普遍运用。审议意见对提高会议审议质量,畅通建议、批评和意见办理渠道,强化监督职能,具有重要作用。但从实际工作情况看,相关的法律、法规没有对审议意见给予明确的法律定位,办理程序也缺乏相应的制度规定,致使审议意见办理质量和落实情况还存在着诸多问题。因此,审议意见的法律定位和办理工作就成为人大工作中值得探讨的问题。
As a carrier of the unique conference results of the Standing Committee of the local people’s congresses, deliberation opinions have been commonly used by people’s congresses of all localities. Reviewing comments plays an important role in improving the quality of the meeting, opening up channels for criticism and opinions, and strengthening oversight functions. However, judging from the actual work situation, the relevant laws and regulations have not given a clear legal position on the deliberation opinions, and the procedures have also lacks the corresponding system rules and regulations. As a result, there are still many problems in the quality of the deliberation opinions and the implementation thereof. Therefore, the legal orientation and handling of opinions for consideration have become worth discussing in NPC work.
