On February 5, 2010, the Ministry of Public Health issued the “Opinions on Improving Public Hospitals’ Service Management to Facilitate Medical Aid for Medical Treatment.” It explicitly stated that: the reform of medical fee collection service management and medical insurance settlement services will be reformed.
