全面提高现有领导干部的素质,是党的十四届四中全会《决定》中提出的两项重大而紧迫的战略任务之一.为了落实这项战略任务,中共上海市委在《关于贯彻落实十四届四中全会决定,加强党的建设三年(1995—1997)规划》中明确提出,在全市干部中开展“让人民高兴,使人民放心”的主题活动,要求通过这项活动,进一步促进各级领导干部弘扬焦裕禄精神,向孔繁森同志学习,进一步提高自身的思想政治素质和领导能力,切实把各级领导班子建设成为坚决贯彻党的基本路线,全心全意为人民服务,具有领导现代化建设能力的坚强领导集体.这是事关党的建设和干部队伍思想政治建设全局的一件大事.上海各级党委中心组应该把理论学习与这项主题活动密切结合起来,从思想理论高度充分认识开展这项主题活动的深刻意义,以促使这项活动取得更好的效果.
