浙江省瑞安市是国内生产汽车、摩托车配件的一个重要基地。为了推进地域性经济的发展,瑞安市人民政府行文于2003年4月1日经温州市人民政府签署意见,向中国机械工业联合会呈报申请冠名“中国汽摩配之都”。 中国机械工业联合会根据领导的指示,组织了由联合会副秘书长杨学桐、联合会质量部副部长李建林、中国汽车工业协会副秘书长杜芳慈、中国汽车技术研究中心质研所所长贺开铭等四人组成的调研组,于2003年8月7日至9日对瑞安市的汽摩配行业进行了全面的调研考察。
