公务员能力建设是贯彻落实党的十六大提出的“加强党的执政能力建设,提高党的领导水平和执政水平”要求的必然结果。公务员能力建设必须以科学、高效的教育培训制度作为支撑。通过对公务员应具备的四种能力进行分析,结合目前公务员受教育的现状,对改革公务员教育培训制度提出相应观点。
The capacity building of civil servants is the inevitable result of implementing the requirements set forth in the 16th National Congress of the Communist Party of China on “strengthening the party’s ability to govern and raising the level of the party’s leadership and governance.” The capacity building of civil servants must be supported by a scientific and efficient education and training system. Through the analysis of the four abilities of civil servants, combined with the current status of civil servants education, this paper puts forward the corresponding opinions on the reform of civil servant education and training system.
