改革开放以来,在财政体制和政府职能转变过程中,我国地方政府的公共服务能力虽有提高,但公共品提供的不充足性和不均衡性依然明显。究其原因,主要是单一的行政命令型公共品提供模式无法适应多样化、多层次的公共需求,地方政府在公共品提供上常陷于心有余而力不足的境况。面对此困境,解决途径之一是借鉴新的公共品提供模式并加以实践应用,以弥补我国地方政府在公共品提供上僵化务虚等缺陷。不过,更为重要的是,在综合介绍整体政府、公私共享和网络经营等创新模式的过程中,还可发现,随着个体权利意识的觉醒和网络信息时代的到来,公共品提供中的政府与个体关系已不再简单地反映为供给—消费关系,而是系统性和动态性的协同进化关系。基于这种变化,以公共品提供为核心的公共管理应吸收管理生态理念,以期实现公共品提供的人性化和适应性。

Based on this change, the public management with public goods as the core should absorb the ecological concept of management in order to realize the humanization and adaptability of public goods provision.
