国际组织的表决权分配问题,主要是考虑是否平等分配。一国一票与主权平等的理念最吻合,但却与权力不平等的现实相冲突;加权表决考虑到了实力不平等,却又漠视了主权平等;集团表决制试图在二者之间折衷,但却并未普遍推行。笔者认为,国际组织的表决权分配,从来就没有完美的制度,只能依据组织成立时的实力对比进行选择,然后才是考虑平等不平等。
The issue of the distribution of the voting rights of international organizations mainly considers whether or not they are equally distributed. The one-nation-one-vote coincides with the idea of equal sovereignty, but conflicts with the reality of inequality of power. Weighted voting takes into account the inequality of power but ignores the sovereign equality. Group voting attempts to compromise the two, It is not generally implemented. The author believes that the distribution of voting rights in international organizations has never had a perfect system. It can only make a comparison based on the strength of the organization when it is established, and then it is to consider equality and inequality.
