“一切事故都可以预防”。围绕着这个核心的安全理念,5年来,昆明供电局不断探索,加强责任落实并建立安全生产风险管理体系为制度支撑,通过全员参与、安全经验分享和交流、更多正向激励,推动全局安全文化管理从“外部监督”的制度刚性迈向“自主管理”的员工自主安全需求。2013年11月,南方电网公司开展安全生产风险管理体系外部评审,昆明供电局以82分位居南方电网公司各单位第5位,仅次于深圳、佛山等东部城市供电局,达到“四钻”。2014年昆明供电局制定了“五钻”提升方案,全方位、多维度推进安风体系建设,努力建设安全生产管理长效机制。

In 2014, Kunming Power Supply Bureau formulated the “Five Diamonds” promotion plan to promote the construction of safety wind power system in all dimensions and in various dimensions so as to strive to establish a long-term mechanism for safety production management.
