现行的在乡卫生院内设防保组的体制,使乡卫生院重医轻防,预防为主的方针得不到很好贯彻。乡镇防保工作要自立门户,由防保组上升为防保所,成为一个相对独立的机构。要完善防保工作的补偿机制,通过国家补偿、业务补偿、市场补偿和社会补偿等渠道,使防保所经费自立。要通过对防保所定编制,定任务,定补助,实行经费独立核算,加强防保工作责任制。乡镇防保体制的最佳模式是防保所和卫生院“不分窝,三独立”。
