山西省循环经济的发展虽然取得了一定成果,但是在财政支持方面,还存在着政府财政投入不足、循环经济发展资金来源单一、没有专门环境保护的税种、缺乏有效的惩罚机制,以及绿色采购制度不完善等问题。解决这些问题的举措是,增加政府财政资金投入、扩大循环经济发展的资金来源渠道、开征环境保护税、完善政策激励机制、完善绿色政府采购制度。
