上海国资改革的历史 1、国资改革是形势发展需要适应社会主义市场经济体制发展需要,1993年7月成立市国资委、设国资办,成为专司国资管理机构,十年来,做了这样五件事: 一是建立两级管理(市、区县两级)专司国资管理机构。二是确立国资委(办)、国资授权经营公司、实体性企业三个层次的构架。三是构建国资管理体系、运营体系、监督体系三个运作体系。四是塑造国资运作主体,将19个专业主管局改制为40个国资运作主体,体现三位一体的功能,即国有资产运作主体、国有资本调整的市场主体、国企战略性调整的工作主体。
