光伏扶贫项目开启了扶贫开发由曾经的“输血式扶贫”向现在的“精准扶贫”转变,以实现一次投入、长期受益。从光伏产业角度看,实现了拉动产业发展与农村资源的有效利用。67岁的于海珠生活在祁连山山脉脚下的文殊村,他的两个儿子大部分时间在城市里打工,老于和他有些残障的妻子就成为典型的留守老人。由于生活拮据,无法像其他家庭那样去翻盖新房,老于一家依然住在30多年前盖的土坯房里,经年累月的风吹日晒,老房子已经有些残破。
