The basic goal of the Romanian Ninth Five-Year Plan (1991-1995) is the intensive development of the national economy. On the basis of the most advanced scientific and technological achievements, the organization of production and the program of modernization are implemented. The new quality of labor is achieved in all fields to ensure that Luo transitions to the second advanced stage of comprehensive socialist construction. The basic tasks of the Ninth Five-Year Plan are: 1. To improve the organization, modernization, and development of production in accordance with the trend of the contemporary scientific and technological revolution; 2. To make the most effective use of productivity and to use fixed funds.
