改革开放后,如果说沿海的特区是世界看中国的窗口,中国看世界的眼睛,那么,内陆各省市的经济开发区则是一支支涅槃甦生的凤凰。哈尔滨经济技术开发区就是其中的一支。90年代初,改革开放的第二次浪潮的乐章在中国大地上空回荡。适逢盛世的哈尔滨经济技术开发区自1991年6月1日成立伊始,就沐浴在这强劲的改革开放的乐章中。成立不到两年,就被国务院批准为国家级开发区,并迅速成长壮大起来,似凌空展翅的雏凤,清鸣啸九天。
