针对有的厅局和市县班子在重大事项的决策过程中，存在个人或少数人说了算、重大事项不上党委会、随意简化程序等现象，省委于9月初出台了《关于进一步完善党委(党组)重大事项决策的规定》，对重大事项的决策范围进行了明确界定。《规定》对各级党委(党组)重大事项的决策范围作了明确界定，涉及经济社会发展、干部人事工作、党的建设、群众切身利益的重大问题等10个方面。《规定》强调，重大事项必须由会议研究决定，不得以书记办公会、传阅、会签或个别征求意见等形式代替。重大事项决策前，应采取多种形式进行相关咨询，必要时进行决策可行性论证。同时，
