事业单位机构和人事制度的改革取得的显著成效,对国民经济和社会发展起到了积极作用。但中国地域辽阔,各地经济和社会发展很不平衡,特别是有些地方主要领导对事业单位机构和人事制度改革的认识不足,改革的力度不大,改革的措施不配套,使得事业单位改革与市场经济和实现国民经济持续、健康、快速增长的要求存在较大的差距。进一步加强和深化事业单位的改革,一是科学定义事业单位,完善事业单位产权制度;二是按政事分开的原则,改革事业单位管理体制;三是转变财政支持方式,由“养单位”、“养人”转变为“养事业”、“养项目”;四是进一步深化事业单位的用人制度和分配制度改革;五是加强协调与配套,保证事业单位改革的顺利进行。
