本文认为,进一步解放思想,加快改革开放的步伐,把国民经济搞上去,必须建立和发展社会主义市场经济。党的十二届三中全会通过的《中共中央关于经济体制改革的决定》提出的有计划的商品经济,是我国经济体制改革和经济理论发展史上的—个重要里程碑,但它又具有很大的认识上和实践中的局限性,何况有计划不是社会主义所特有的标志,商品经济是人类社会经济发展不可愈越的阶段,具有共性,因此,用有计划的商品经济作为我国改革开放的最终目标模式不确切,已不能适应我国经济发展的要求。不能准确地、科学地反映我国将要建立的新的经济体制模式的特点。为此,必须建立和发展社会主义市场经济,按照市场经济的一般要求,运用市场机制,并结合中国的具体实际,建立具有中国特色的社会主义新体制模式。

To this end, we must establish and develop a socialist market economy, apply the market mechanism in accordance with the general requirements of a market economy, and establish a new socialist system with Chinese characteristics in light of China's specific conditions.
