1941年4月初晋西北文联与晋西抗战学院根据当时抗日战争和文化建设的需要,共同确定在抗战学院合办文化队,培训新民主主义文化人才。最初从抗战学院民运队和教育队毕业的学员中选留下文艺爱好者十余人,由原民运队指导员李丁负责开始筹建。以后又陆续从各县及其它学校调进一批学员后,于同年6月18日在兴县杨家坡举行了建队典礼,军区政治部、行政公署、晋西抗联等单位均派代表参加祝贺;文化队主任施林杉讲话时指出:同学们在受训期间,不仅要学会山西梆子、晋中秧歌、道情等地方戏剧,而且要发展它。以民间艺术形式表现新内容是文化队的方针与任务。
