我国农民工问题是经济社会的转型、城市市场化的推动、以及就业环境等因素交互作用的结果。农民工社会保障机制的求解关键在于从根本上建立和实施具有中国特色的农民工社会保障政策机制,其核心是建立战略性农村社会保障政策、过渡性农民工社会保障政策和进城务工人员的就业保障政策等三大政策支柱。在这个领域,我国各级政府和理论学术界进行了非常有益的探索,各大支柱之间有序性逐步深化。
The problem of migrant workers in our country is the result of the interaction between economic and social transformation, the promotion of marketization in cities and the employment environment. The key to solve the migrant workers’ social security mechanism lies in fundamentally establishing and implementing the social security policy mechanism of migrant workers with Chinese characteristics. The core of the solution is to establish a strategic rural social security policy, a transitional social security policy for migrant workers and migrant workers Employment security policies and other three pillars of policy. In this area, our government at all levels and academic circles have conducted very useful explorations, and the orderliness between the various pillars has been gradually deepened.
