茲據報告,目前我省各專縣中,有少数地區對於生產任務不甚重視,存在着單打一思想,只偏重徵稂,一般縣區幾乎全部幹部抽調办理徵粮及减退工作,而忽略了生產的佈置,如武定區元謀等縣在一月间對棉花等生產任務仍未具體佈置,甚至對我府上年十一月十五日發佈的限制棉籽消耗的電令也未開始辦理。又大理区賓川縣若干区村忙於評產擠黑,對生產任務認為不甚重要,这種忽視生產的情况,各地多少都存在着,不但对於本年生產任務難於保證完成,且对农民减退果實的组织投向生產毫無準備,勢必遭受影響。茲為及時纠正這种錯誤起见,特此指示,希望各地区加以注意,立即進行檢查纠正,並希將各地有关生產好坏典型事例列举呈報,以凭核辦為要。
