坎昆会议的议题主要包括新加坡议题和乌拉圭回合协议的执行问题,其失败的直接诱因是发达国家和发展中国家在农业补贴问题上存在着严重分歧;深层原因则是发展中国家没有从经济全球化进程中获得实质利益。但坎昆会议对改变发展中国家在世界贸易组织中的地位有重要意义。在经济全球化进入调整期的今天,发展中国家的谈判实力和独立维护自身利益的能力会日益增强,多边贸易谈判必须充分关注发展中国家的特殊和不同利益。
The Cancun issues mainly included the implementation of the Singapore issue and the Uruguay Round agreements. The direct cause of its failure was the serious disagreement between the developed countries and the developing countries on the issue of agricultural subsidies; the underlying reason was that developing countries did not have economic globalization. Gain substantial benefits in the process of globalization. However, the Cancun meeting is of great significance to changing the status of developing countries in the World Trade Organization. As economic globalization enters the adjustment period today, the negotiating power of developing countries and the ability to independently safeguard their own interests will increase.
