综合考虑致灾因子危险性、承灾体易损性和孕灾环境稳定性,基于GIS技术建立了新疆铁路沿线大风、沙尘、积雪和暴雨型洪水四个主要气象灾害的风险评估指标体系和评估模型,实现了铁路沿线主要气象灾害的风险区划及灾害风险分析。结果发现,铁路沿线各县市因自然条件不同,其潜在风险的类型和程度地域差异性显著。分别给出了4个主要气象灾害的高风险区、次高风险区、低风险区和次低风险区的范围,并探讨了相应的减灾对策。
Considering the hazard of hazard, the vulnerability of disaster-bearing body and the environmental stability of pregnant disaster, the risk assessment index system of four major meteorological disasters such as gale, dust, snow cover and storm flood along Xinjiang railway line was established And assessment model to achieve the risk of major meteorological disasters along the railway line and disaster risk analysis. The results showed that the counties and cities along the railway due to different natural conditions, the potential risks of the type and degree of regional differences significantly. The scopes of high risk area, secondary high risk area, low risk area and secondary low risk area of four major meteorological disasters are respectively given, and the corresponding mitigation measures are also discussed.
