港珠澳大桥是在“一国两制”条件下,粤港澳3地首次合作共建的超大型基础设施项目,其中主体工程部分包括海底隧道、桥梁和人工岛三项内容,具有非常高的技术含量,加之其复杂的水文、通航、气象、地质条件,使其建设期应急管理工作面临风险点多、合同段多、3方(粤、港、澳)协作等多方面困难。主体工程在实施应急管理过程中,从应急组织机构建立、应急预案体系建立等方面进行应急管理技术探索,以规范应急管理,确保工程安全施工。
The Hong Kong-Zhuhai-Macao Bridge is the very first large-scale infrastructure project jointly built by Guangdong, Hong Kong and Macao under the condition of “one country, two systems”. The main part of the project includes the three components of the undersea tunnel, bridges and artificial islands, with very high technology Content, coupled with its complex hydrology, navigation, meteorology and geological conditions, make it more risky in its emergency management during the construction phase. There are many contract sections and there are many difficulties such as cooperation between the three parties (Guangdong, Hong Kong and Macao). During the implementation of emergency management, the main project explores the emergency management technology from the aspects of emergency organization establishment and establishment of contingency plan system so as to standardize emergency management and ensure the safe construction of the project.
