资金不足是基层医疗机构医疗设备短缺的主要原因,但仅依靠传统的财政投入模式已无法满足基层医疗机构医疗设备配置的需要。基层医疗机构中医疗设备短缺与医疗设备闲置并存,揭示了医疗设备短缺的解决不能仅从扩大资金投入着手,必须改变资金投入方式,提高资金利用率。建议借鉴家电以旧换新和家电下乡的做法,采取自下而上的方式解决医疗设备短缺和医疗设备闲置的问题。医疗设备公益性的特点应成为政策的逻辑起点,政策应当加强针对医疗设备使用权的取得进行设计。
Lack of funding is the main reason for the shortage of medical equipment in primary medical institutions. However, relying on the traditional mode of financial investment can not meet the needs of medical equipment allocation in primary medical institutions. The shortage of medical equipment in primary medical institutions and the coexistence of medical equipment idle reveal that the solution to the shortage of medical equipment can not only start with the expansion of capital investment but must change the way of capital input and improve the utilization of funds. Proposed draw lessons from the appliance trade-in and home appliances to the countryside approach to take a bottom-up approach to medical equipment shortage and medical equipment idle problem. The characteristics of public welfare of medical equipment should become the logical starting point of policy, and the policy should be designed to strengthen the acquisition of the right to use medical equipment.
