现代化推进必然加速城市化转型,社区作为“精神共同体”已经成为最重要的基层组织形式。“三社联动”是基层社会治理本土化创新的新模式,社区建设、社会组织培育和社会工作人才队伍建设三者之间的互动整合,全面提升了基层政府治理能力和社区居民自治能力。嘉兴市南湖区面对新常态,在社区服务体系和自治体系的建设中全面推进“三社联动”的基层实践,呈现出“多元共治”的发展趋势。
