2008年12月10—11日,黑龙江省畜禽屠宰管理工作会议在哈尔滨召开,会上公布了“对屠宰环节病害猪无害化处理给予财政补贴政策”。为了防止病害猪流入市场,国家商务部、财政部出台了病害猪无害化处理补贴方案,根据相关要求,黑龙江省商务厅和财政厅联合下发了《关于生猪定点屠宰厂(场)病害猪无害化处理工作的通知》(简称《通知》),通知中规定,黑龙江省对屠宰环节病害猪无害化处理给予财政补贴,标准为580元/头,其中病害猪损失补贴500元,无害化处理费用80元。
