在招标市场的激烈竞争中,为了有选择地、成功地进行投标,承包商需要客观地决策。投标决策分为标前决策和综合决策。标前决策是分析项目的有关情况,结合自身实际,运用单纯评分比较法来决定是否投标、有选择投标或全部投标,并根据招标文件的要求和公司自身情况,作出详报或粗报的决定。综合决策是指在标前决策的基础上,通过对工程造价进行估算,运用一定的策略和技巧对标价做出最终决策。
In the fierce competition in the bidding market, contractors need to make objective decisions in order to bid selectively and successfully.
