抓住机遇、深化改革、扩大开放、促进发展、保持稳定,是全面贯彻党的十四大和十四届三中全会精神的基本方针,也是今年全党工作的中心任务。要胜利实现这一任务,关键是要正确认识和处理发展、改革和稳定的关系;而要正确认识和处理发展、改革和稳定的关系,关键又在于加强党的自身建设,做到围绕发展、改革和稳定加强党的建设,以党的建设促进发展、改革和稳定的进行。要做到这一点,最根本的措施是要结合当前改革开放和经济建设的实际,认真学习《邓小平文选》第三卷中的建党理论。可以这样说,《邓小平文选》第三卷是我们正确认识和处理发展、改革、稳定与党的建设关系的强大思想武器。
Seizing the opportunity, deepening the reform, opening up, promoting development and maintaining stability are the basic guidelines for the full implementation of the spirit of the 14th CPC National Congress and the Third Plenary Session of the 14th CPC Central Committee and the central task of the party’s work this year. The key to victory in this task is to correctly understand and handle the relations between development, reform and stability. To correctly understand and handle the relations between development, reform and stability, the key lies in strengthening the party’s self-construction so as to focus on development, Reform and Stabilize the Building of the Party and Promote the Development, Reform and Stabilization by Party Building. In order to do this, the most fundamental measure is to conscientiously study the Party-building theory in the third volume of “Selected Works of Deng Xiaoping” in light of the actual conditions of reform, opening up and economic construction. It can be said that the third volume of “Selected Works of Deng Xiaoping” is a powerful ideological weapon for correctly understanding and handling the relations between development, reform, stability and party building.
