In general, commercial tickets are official stamps, and most of them are also recognized by the International Stamps Standards Directory. However, there are express restrictions on such stamps in the international stamp assessment rules, which are called “half-flower paper heads.” Such stamps are generally printed in very large volumes, far exceeding the needs of correspondence and philatelic collections in the country or region.
