党的十六届四中全会同意江泽民同志辞去中央军委主席职务,决定胡锦涛任中央军委主席,引起了海内外舆论的广泛关注和赞誉。15年前,小平同志也是以请辞信的方式辞去中央军委主席一职,并光荣退休。舆论普遍认为,江泽民同志的请辞,为国家高层领导新老交替的制度化、规范化、程序化作出了历史性贡献,开创了一个以任期制为背景的新老交替的范例,它对未来政治体制改革的影响,必将深远。
The Fourth Plenary Session of the 16th CPC Central Committee approved Comrade Jiang Zemin’s resignation from the chairmanship of the Central Military Commission and the decision of President Hu Jintao to chair the Central Military Commission, arousing widespread concern and praise from public opinion at home and abroad. Fifteen years ago, Comrade Xiaoping resigned as chairman of the Central Military Commission in the way of resignation and retired gloriously. Public opinion generally holds that the resignation of Comrade Jiang Zemin has made historic contributions to the institutionalization, standardization and proceduralization of the replacement of the old and the new at the highest level of the state by the leaders of the state and created a paradigm shift between new and old people on the basis of tenure. The impact of the system reform will surely be far-reaching.
