为了总结经验、完善并推广达县农村卫生院股份联合制改革 ,文章重点对达县堡子区卫生院的改革情况作回顾性研究 ,采用单项指标分析法和综合指数评价法对该院的改革效益进行综合评价 ,结果显示该院改革后取得了良好的综合效益 ,肯定了达县农村卫生院这一改革符合“三个有利于”标准 ,在经济欠发达地区不失为一条增强卫生院自我发展能力的捷径。最后 ,文章指出农村卫生院股份联合制改革也并非“一股就灵”,于是集思广益 ,提出建议 ,以兴利除弊。
In order to sum up experiences and improve and promote the reform of the joint stock ownership system in Da County Rural Health Center, the article focuses on a retrospective study of the reform of Da County Bao District Health Center, and uses the single index analysis method and the comprehensive index evaluation method to carry out the reform benefits of the hospital. Comprehensive evaluation results show that the hospital has achieved good comprehensive benefits after reform, and affirmed that the reform of Da County Rural Health Center is in line with the “three benefits” standard. It is a short cut in the economically underdeveloped regions to enhance the self-development ability of the hospitals. . Finally, the article points out that the reform of the joint-stock reform of the rural health centers is not a matter of “sold up as one soul”, so it is brainstorming and putting forward proposals for the benefit of eliminating disadvantages.
