新中国的环境立法已有30余年的历史,十八届四中全会更是将生态环境法治推向新的高度。推进我国的生态环境法治,必须立足于我国国情,科学、民主地加强环境宣传教育立法,促进环境保护国家治理的法治化。要强调政府的主导作用,强调党、政府、社会、公民和市场关系的制度化,环境教育立法的设计应符合实际,作用发挥实在化。此外,还要从理念、思路、模式、环节、措施、体制、实效等方面均衡推进生态环境法治体系的构建工作。
The environmental legislation of New China has a history of more than 30 years. The Fourth Plenary Session of the 18th CPC Central Committee has even pushed the rule of law and environment in the ecological environment to a new height.
